What does jailbreakme actually do?

I know it jailbreaks the iPhone iPod touch etc. But does it make every app in the apple store free or does it have its own apps? I did jailbreak my iPod awhile ago and the apps were really dumb and worse than the free apple ones. I have heard both things! Please help! Thanks :)
